On August 28, 2025, Heather Elizabeth Loh and James Thomas Greene, III, each pled guilty in the Queen Anne’s County District Court to 16 Counts of Animal Cruelty. The Hon. Frank M. Kratovil, Jr. sentenced both individuals on October 9, 2025, to 90 days to the Queen Anne’s County Detention Center fully suspended on each count with all 16 counts running consecutive to each other. In addition, Ms. Loh and Mr. Greene were placed on 30 months of unsupervised probation with the conditions that they obey all laws and not possess, own, or reside with any animals other than two specified service/support animals during the period of probation. Animal Control Officers will be conducting periodic unannounced checks of the two service/support animals during the period of probation.

These convictions are based on an investigation that began on December 19, 2024, when QAC Animal Control received a dog hoarding complaint regarding Ms. Loh and Mr. Greene at 308 Merganser Court, Chester, MD, after a witness had retrieved a dog that appeared to have been not properly cared for from the residence. On January 29, 2025, QAC Animal Control Officers, along with Officers from the QAC Sheriff’s Office, responded to 308 Merganser Court and seized 15 additional dogs from the residence. Upon making entry, Officers noted that the residence had a strong smell of urine and ammonia present, and the dogs were found in various areas of the residence and dog crates covered in urine and feces.  All dogs were removed from the residence by Animal Control at that time and taken to Queen Anne’s County Animal Services for veterinary care and evaluation.
