On March 12, 2026, George Edward Kennedy of Chestertown, MD entered a guilty plea in the Circuit Court for Queen Anne’s County to selling a home improvement contract without a license and acting as a contractor without a license. He received a suspended 6-month jail sentence, was placed on 12 months of probation, and ordered to pay full restitution to the victim.
In August of 2025, the Queen Anne’s County State’s Attorney’s Office was contacted by a local resident to report that Mr. Kennedy was distributing flyers for driveway repairs within a local community in Queen Anne’s County and was representing himself as an employee of a local paving company. The victim, believing Mr. Kennedy was an employee of the paving company, negotiated a contract with Mr. Kennedy to fix cracks and provide seal coating to a driveway. Mr. Kennedy performed the work, which was poorly completed. The homeowner subsequently contacted the paving company regarding the poor work that was performed by Mr. Kennedy. At that time the homeowner learned that Mr. Kennedy was not an employee of the paving company and had no authority to conduct work on behalf of the company.
The State’s Attorney’s Office made contact with the Maryland Home Improvement Commission and learned that Mr. Kennedy was not a licensed home improvement contractor. The State’s Attorney’s Office subsequently filed the appropriate criminal charges in November of 2025 against Mr. Kennedy. Assistant State’s Attorney Jessica Davidson prosecuted this case.
The State’s Attorney’s Office wants to inform local residents that Mr. Kennedy is not a licensed home improvement contractor and is prohibited by law from conducting any home improvement projects. If you have had any work completed by Mr. Kennedy within the last year you may report the matter to the State’s Attorney’s Office at 410-758-2264 if you reside within Queen Anne’s County. Any resident outside of Queen Anne’s County is encouraged to notify the Maryland Home Improvement Commission.
