The Queen Anne’s County Animal Abuse Registry is a listing of any individual who has been convicted of Animal Abuse in a Queen Anne’s County, Maryland Court. This Registry is maintained by the Queen Anne’s County State’s Attorney as ordered by Queen Anne’s County Ordinance 24-17.

 

 

  1. Troy Michael Sellman, 126 Thompson Avenue, Queenstown, MD. Height 6-04; Weight 205; 37 years of age. Sellman entered a guilty plea in the Queen Anne’s County District Court on November 24, 2024, to failing to provide a Cane Corso Dog with proper shelter, which is a crime under 10-604 of the Criminal Law Article of The Annotated Code of Maryland – Abuse or neglect of animal, punishable by up to 90 days incarceration and/or a $1,000 fine.

In August of 2024 Queen Anne’s County Animal Control received an anonymous call reporting a large black dog at Sellman’s residence that had been tied outside for hours in the extreme heat and appeared to be in distress. Officers arrived at the Queenstown, MD residence and found a Cane Corso, which is an Italian breed of a Mastiff, in the back yard tethered with a choker style collar in direct sunlight, with no shelter or water. The dog was lying on the ground, heavily panting and in critical condition. Officers noted the outside air temperature to be 96 degrees and the dog’s external temperature to be 121 degrees. Officers loaded the dog into an Animal Control vehicle and transported the animal to a nearby animal services clinic, approximately 3 minutes from Sellman’s residence. When Officers arrived at the clinic, they found the dog showed no signs of life and was pronounced deceased. Sellman was sentenced to jail, but his sentence was suspended in favor of supervised probation due to the fact he was already incarcerated on an unrelated charge. As a condition of his probation, Sellman was ordered not to own or possess any animals and to submit to a mental health evaluation.

 

2. (No Photo Available) James Thomas Greene, 308 Merganser Court, Chester, MD, 44 years of age. Mr. Green entered a guilty plea in the Queen Anne’s County District Court on October 9, 2025 to 16 counts of animal cruelty, failure to provide care, which is a crime under 10-604 of the Criminal Law Article of The Annotated Code of Maryland – Abuse or neglect of animal, punishable by up to 90 days incarceration and/or a $1,000 fine.

The convictions are based on an investigation that began on December 19, 2024, when QAC Animal Control received a dog hoarding complaint at 308 Merganser Court, Chester, MD, after a witness had retrieved a dog that appeared to have been not properly cared for from the residence. On January 29, 2025, QAC Animal Control Officers, along with Officers from the QAC Sheriff’s Office, responded to 308 Merganser Court and seized 15 additional dogs from the residence. Upon making entry, Officers noted that the residence had a strong smell of urine and ammonia present, and the dogs were found in various areas of the residence and dog crates covered in urine and feces.  All dogs were removed from the residence by Animal Control at that time and taken to Queen Anne’s County Animal Services for veterinary care and evaluation.

 

3. Heather Elizabeth Loh, 308 Merganser Court, Chester, MD, 47 years of age. Ms. Loh entered a guilty plea in the Queen Anne’s County District Court on October 9, 2025 to 16 counts of animal cruelty, failure to provide care, which is a crime under 10-604 of the Criminal Law Article of The Annotated Code of Maryland – Abuse or neglect of animal, punishable by up to 90 days incarceration and/or a $1,000 fine.
